dynaCERT: From a Trade Commissioner Introduction to a Research Partnership with Vietnam's Top Engineering University

dynaCERT Inc. is a Canadian company that makes HydraGEN and HydraLytica — hydrogen-injection systems that cut emissions and fuel consumption in diesel engines. Good technology, proven in Canada. Zero relationships in Vietnam. That is the gap PetroSouth was brought in to close.

The introduction

The Trade Commissioner Service (Canada) made the introduction. That is their job — connect a Canadian exporter to someone on the ground who actually knows the market. What they cannot do is the next part: turning an introduction into a signed agreement in a market where foreign vendors show up, pitch, and disappear every week.

That next part fell to PetroSouth, working alongside Smartlog and, later, Ho Chi Minh City University of Technology (HCMUT) — the flagship engineering school under Vietnam National University, Ho Chi Minh City.

The work nobody sees

HCMUT is not short on foreign suitors. Cleantech, hydrogen, EV, and emissions-monitoring vendors all want the same thing: a credible research partner in Vietnam to validate their technology and open doors to fleet operators. The university has limited partnership capacity each year and no obligation to say yes to any of them.

Getting to yes meant building the case with the Vice Rector's office over months, not a single pitch meeting — establishing why hydrogen-diesel combustion research was worth HCMUT's limited bandwidth, and why dynaCERT specifically, not the other vendors circling the same door.

The signing

On April 21, 2026, dynaCERT and HCMUT signed a cooperation agreement (MOU) to research hydrogen combustion technology together. It looked, from the outside, like a routine signing photo. It was not routine.

Vietnamese academic institutions are polite to everyone. They sign MOUs with almost no one.

Most foreign vendors who approach a university like HCMUT get a warm meeting and nothing after it. dynaCERT got a signed research agreement — the credibility marker that matters far more in this market than another sales deck.

What it means for the network

The MOU was not the finish line. Off the back of it, dynaCERT secured a pilot project and its first customers among Vietnamese fleet operators — the exact buyers the Trade Commissioner introduction was aimed at reaching in the first place. HCMUT gets a real hydrogen-combustion research program; dynaCERT gets local validation and a credible foothold; the fleet operators get a chance to test emissions technology before betting on it at scale.

This is the pattern PetroSouth exists to run: take a real introduction — from a Trade Commissioner, from Tradelytics, from anywhere — and do the unglamorous work of turning it into a signed agreement and paying customers, not just a pitch that goes nowhere.
